Saudi e-invoicing Wave 25: does it include your firm, and what must you do?
If your firm's revenue subject to VAT passed SAR 187,500 in any year from 2022 to 2025, Wave 25 includes you: ZATCA announced on 24 July 2026 that your e-invoicing solution must be integrated with the Fatoora platform by 1 February 2027. Here are the facts and the dates.

What did ZATCA announce?
Last updated: November 2026 · Facts checked against ZATCA's own pages on 1 November 2026.
What does Phase 2 actually require?
Who is in scope for Wave 25?
The test in ZATCA's announcement is one line: a taxpayer whose revenue subject to VAT exceeded the threshold in any one of the four years. SAR 187,500 a year is roughly SAR 15,600 a month, so most working small contracting firms — a crew of two or three men — are over this line. ZATCA notifies targeted taxpayers directly at least six months before their integration date, so if a notice has reached you, the date is yours.
What works in InstaJack for Saudi Arabia today?

What InstaJack does not do yet
Fatoora Phase 2 integration — clearance of standard tax invoices before issue, and reporting of simplified invoices within 24 hours — is not live yet. It is in active development now, being built ahead of the Wave 25 deadline of 1 February 2027. InstaJack is not approved or certified by ZATCA, and ZATCA's Solution Providers Directory is an indicative list, not an approval. Until the integration ships, a firm in Wave 25 scope still needs a Fatoora-integrated solution for its Phase 2 documents.

Questions firm owners ask
My revenue passed the line in 2023 but fell back in 2025 — am I still in?+
Yes. ZATCA's wording is revenue that exceeded the threshold during 2022, 2023, 2024 or 2025 — one year over the line is enough. A quieter year afterwards does not take you out of scope.
Do I have to choose a provider from ZATCA's directory?+
No. ZATCA's Solution Providers Directory is an indicative list, published so taxpayers can reach system providers; ZATCA itself states that a taxpayer is treated as compliant when their system meets the e-invoicing requirements, even if the provider is not registered in the list.
Can InstaJack send my invoices to Fatoora today?+
No — not yet. The Fatoora Phase 2 integration is in active development and has not been released. What works today is quotes and invoices in Saudi riyals with Saudi VAT wording, from your phone. Do not buy InstaJack today on the basis that it is connected to Fatoora.
