Saudi Arabia · Landscaping & Garden

Landscaping & Garden firms in Saudi Arabia: what does Wave 25 mean for you?

If your firm's revenue subject to VAT passed SAR 187,500 in any year from 2022 to 2025, Wave 25 includes you: your invoicing system must be integrated with the Fatoora platform by 1 February 2027. InstaJack runs your quotes and invoices today — its Fatoora integration is being built for that date.

ZATCA · Wave 25

What did ZATCA announce?

SAR 187,500 of revenue subject to VAT, exceeded in any one of 2022, 2023, 2024 or 2025
24 July 2026 — ZATCA determined the criteria for selecting the targeted taxpayers in Wave 25
1 February 2027 — Wave 25 taxpayers must integrate their e-invoicing solutions with the Fatoora platform by no later than this date
ZATCA informs each wave directly at least six months before its integration date

Last updated: November 2026 · Facts checked against ZATCA's own pages on 1 November 2026.

What does Phase 2 actually require?

Phase 2 requires the taxpayer's e-invoicing solution to integrate with ZATCA's Fatoora platform, issue e-invoices in a specific format, and include additional fields in the invoice
Under Phase 2, standard (B2B) tax invoices are cleared through Fatoora before they are issued, and simplified (B2C) invoices are reported to Fatoora within 24 hours of issue; each connected system is onboarded with a cryptographic stamp identifier (CSID)
ZATCA's Solution Providers Directory is an indicative list, not an approval: a taxpayer is treated as compliant if their system meets the e-invoicing requirements, even if the provider is not listed

How the job runs in InstaJack

Garden work is a build followed by a hundred small visits nobody invoices. In InstaJack the grass and the irrigation are quoted lines in your own price book, and every care visit is a line too — booked, done, invoiced — so the garden that keeps paying is the garden that keeps records.

Artificial grass install
Garden irrigation system
Build pergola
Garden care visit (trim & clean)

These are the jobs your InstaJack price book starts with. No prices are shown here because pricing is your decision: you set every rate yourself, in Saudi riyals, when you set up your book.

What InstaJack does not do yet

Fatoora Phase 2 integration — clearance of standard tax invoices before issue, and reporting of simplified invoices within 24 hours — is not live yet. It is in active development now, being built ahead of the Wave 25 deadline of 1 February 2027. InstaJack is not approved or certified by ZATCA, and ZATCA's Solution Providers Directory is an indicative list, not an approval. Until the integration ships, a firm in Wave 25 scope still needs a Fatoora-integrated solution for its Phase 2 documents.

FAQ

Questions firm owners ask

I run a small landscaping firm — does Wave 25 include me?+

Yes — if your revenue subject to VAT exceeded SAR 187,500 in any one of 2022, 2023, 2024 or 2025. The test is revenue, not trade, and most working firms in this trade pass roughly SAR 15,600 a month.

Half my income is repeat care visits. Do they fit?+

Yes. A care visit is a job in your book with its own price; bookings place it in the week, and the visit history stays on the client record — so repeat work is invoiced from the record, not from memory.

Can InstaJack send my invoices to Fatoora today?+

No — not yet. The integration is in active development now. What InstaJack does today is quotes and invoices in riyals with Saudi VAT wording, approved by the client on a WhatsApp link. Phase 2 documents still need a Fatoora-integrated solution until the integration ships.
