UAE e-invoicing: what must a small firm do, and by when?
If your firm's revenue is under AED 50 million, your dates are these: appoint an accredited service provider by 31 March 2027, and issue your business invoices as structured e-invoices through the Peppol network from 1 July 2027. The mandate comes from Ministerial Decisions 243 and 244 of 2025. Business-to-consumer sales are out of the first phase. Your invoices keep the same content — the fields on a tax invoice do not change — what changes is how business invoices are created and reported: as structured data through your provider, not as a PDF attached to an email.
What exactly is changing?
An e-invoice under the mandate is not a prettier PDF. It is the invoice issued as structured data, sent through an accredited service provider onto the Peppol network, where it reaches your business customer and is reported as the rules require. The paper look of the invoice — the document your client reads — stays familiar; the machinery underneath it changes.
For a small trade firm the practical effects are three: you will issue business invoices through a provider rather than purely from your own files; your customer and supplier details need to be clean, because structured data cannot carry “the villa client, Dubai” as an address; and your records become easier to keep straight, because every invoice exists once, in one format. The full picture, decision by decision, is on the UAE e-invoicing pages.
What are your steps, in order?
None of this needs doing in a panic — the small-firm dates are in 2027 — but the firms that treat it as a diary entry rather than a deadline-week scramble will spend less on it:
- Know your position: confirm your firm's revenue band and whether your sales are business-to-business, business-to-consumer, or both — B2C is out of the first phase.
- Choose and appoint an accredited service provider by 31 March 2027. Ask how it connects to the way you already invoice, and what it charges per invoice or per month.
- Clean your records: your TRN and firm details correct, and a proper name, address and TRN on file for every business customer — the fields in the tax invoice anatomy, held properly.
- Run your first e-invoices well before 1 July 2027, so the learning happens while the old way still works.
- Keep issuing ordinary invoices exactly as now until your go-live — the mandate changes the channel, not your prices, terms or VAT treatment.
What does InstaJack do here — honestly?
InstaJack does not file e-invoices, and it is not an accredited service provider. When the mandate reaches your firm, your e-invoices will be issued through the provider you appoint. What InstaJack does today is keep the raw material that provider will need in good order: sequential invoice numbers, your TRN on the document, customer details on the customer card, and the VAT treatment you chose on each invoice.
That distinction matters, and any software that blurs it is selling you something. Get the depth — scope, phases and the decisions themselves — on the e-invoicing cluster, and confirm your own firm's position with your tax adviser or the FTA, because your revenue band and customer mix decide your exact obligations.

Does the mandate cover my homeowner and villa jobs?+
No — business-to-consumer sales are out of the first phase of the UAE mandate. Work invoiced to other businesses is what the first phase covers. If you serve both, your provider setup needs to handle the business invoices; consumer jobs continue as they are.
Is a PDF invoice an e-invoice under the mandate?+
No. A PDF attached to an email or sent on WhatsApp is a picture of an invoice. An e-invoice under the mandate is structured data issued through an accredited provider on the Peppol network. The readable document can look identical; the format behind it is different.
What if my revenue is over AED 50 million?+
Larger firms have earlier appointment and go-live dates than the small-firm dates in this guide. Check the timeline for your band on the e-invoicing pages and confirm with your tax adviser — do not work to the 2027 dates if your band is an earlier one.
Do I need to change how I write invoices now?+
No. Keep issuing correct tax invoices with every field in place — that discipline is exactly what e-invoicing will draw on. The changes worth making now are record-keeping ones: clean customer details and sequential numbering, not new paperwork.
